District staff will consider the following during its review of the impact of plans for proposed real estate subdivisions, annexations, developments and rezonings (real property development) on the adequacy of school sites and facilities in connection with any proposed development.

1.  Development Review Structure. In order to more fully understand ongoing real property development, District staff shall undertake the following action in connection with real property development:

a.  Ensure that correct contact information for the District staff charged with preliminary development review is provided to all local governments having jurisdiction over real estate development within the Summit School District geographic boundary, and promptly update each jurisdiction of any District personnel changes impacting the review process;

b.  Request that each local government provide to the District copies of all residential development proposals within the District at the project inception through the development referral process;

c.  Engage such outside consulting services as District staff determines reasonable and necessary to evaluate these impacts;

d.  Focus review of real property developments by working cooperatively with the applicable local government and the developer to address the impacts through an appropriate land dedication or payment of a "cash-in-lieu" fee to help offset impacts to the District.

2.  Development Referrals. Upon receipt of any referred matter the assigned District staff shall evaluate the development proposal considering the District's master plan, current facilities capacities and anticipated growth on an overall District level.  After such evaluation, the District staff will provide comments regarding the adequacy of related or involved elementary schools, middle schools, senior high schools, and related supporting facilities.  The comments may also include, if relevant, comments and recommendations to accommodate student populations, transportation, and other related access issues.

3.  New Facilities.  For any new facilities proposed in connection with real property development the site standards set forth in Summit School District Policy, FEA and Regulation FEA-R, Educational Specifications for Construction, shall apply.

4.  Development Review Goals. Throughout the evaluation process the District shall vigorously pursue the best interests of the District by: (a) requiring adequate land resources in order to serve the student population; (b) providing for the proper disposition of lands intended for school use; (c) ensuring adequate facilities and equipment to serve and transport students within the Summit School District; and (d) promoting resource development at a rate which will secure quality education for the children served by the District.

5.  District Response. Upon appropriate direction from the Superintendent or Board, the District may, in addition to providing comments, indicate its support or opposition to the proposed land/use development, taking into consideration the effect on the schools in each individual case; and it may request the local government and developers address the impact of such proposals on current and future educational resources.

6.  Land Dedication/Cash-in-Lieu. The District shall vigorously pursue the dedication of adequate land or cash-in-lieu of land for all residential developments to mitigate the impact upon the District caused by the expected yield of students coming from the proposed development.  The District recognizes many subdivisions are small and do not provide an adequate public area to accommodate a public school site.  Any small development that would result in a site dedication of less than five (5) acres will necessitate negotiations for cash in lieu of land.
