In compliance with state law, the regulations and resolutions of Summit County, district administration shall comment upon the adequacy of and impact on school facilities in connection with proposed plans for real estate subdivisions, annexations, developments, and rezonings.

District administration recognizes that the responsibility for authorizing and administering land use rests with governmental authorities such as the Summit County Planning Commission and Board of County Commissioners, the city planning commissions and councils, and town boards of the various municipalities located within Summit County.  In connection with these critical land use decisions, district administration shall comment upon the adequacy of and impact on school sites and facilities, including, without limitation suggested public land use dedications or appropriate impact fees which will be affected by proposed plans for real estate subdivisions, developments, annexations and rezonings.

District administration shall include, but not be limited to, the following considerations in its impact statements in response to referrals from local government authorities:

1.  Adequacy of school sites and school facilities in the affected area.

2.  Size and capacity of affected schools.

3.  Location of affected schools and sites.

4.  Ability of the district to accommodate new student enrollment.

5.  Future plans for accommodating new student enrollments.

6.  Estimated cost of new facilities or impact to existing facilities needed if land use plans are approved.
