Section 4. Elections of Senators and Representatives, Meetings.

The Times, Places and Manner of holding Elections for Senators and Representatives, shall be prescribed in each State by the Legislature thereof; but the Congress may at any time by Law make or alter such Regulations, except as to the Places of chusing Senators.

[The Congress shall assemble at least once in every Year, and such Meeting shall be on the first Monday in December, unless they shall by Law appoint a different Day.]

      Elections.

Pursuant to U.S. Const. art I § 2 and § 4, each state has a wide discretion in the formulation of an elective system for the choice by the people of representatives in Congress, and accordingly, the state has the authority to regulate the manner of conducting elections by enacting such laws as will secure the secrecy of the ballot, the purity of elections, and guard against the abuse of elective franchise.
