File: KBA - District Title I Parent and Family Engagement Pursuant to federal law, the district and the parents of students participating in Title I district programs have jointly developed the following parent and family engagement policy to establish the district's expectations and objectives for meaningful parent and family engagement. The policy shall be implemented by the superintendent or designee according to the timeline set forth in the policy and incorporated into the district's Title I plan.
Engagement with Title I planning
The district shall hold an annual meeting for parents and families of students in Title I programs, as well as school Title I staff, principals of schools receiving Title I funds and other interested persons to discuss the Title I program plan, review implementation of the Title I plan, discuss how Title I funds allotted for parent and family engagement activities shall be used, and invite suggestions for improvement.
District support for parent and family engagement
The district shall provide coordination, technical assistance and other support necessary to assist participating schools in building the capacity for effective parent and family engagement activities to improve student academic achievement and school performance.
The coordination, assistance and support shall include:
• establishment of a building advisory council to provide advice on all matters related to parent and family engagement in programs supported by Title I funds
• adoption of a district model for evaluation of parent and family engagement at the building level
• allocation of district resources to parent and family engagement activities through the employment of a community/parent liaison
• designation of other district support for parent and teacher development and training by providing an after school language enrichment program to parents and students
• collaboration with the Parent Information and Resource Center Program to assist in and to provide resources for training of fathers and mothers (school-home links, home learning support)
Coordination of parent and family engagement activities with other district programs
The district shall, to the extent feasible and appropriate, coordinate and integrate parent and family engagement programs and activities with other relevant federal, state, and local laws and programs (including public preschools) and conduct other activities, such as parent resource centers that encourage and support parents in more fully participating in the education of their students. Through representation of the Head Start Council, home visits, maintaining the teacher-parent-student home study agreement and the parent volunteer program, we strive to increase the coordination of parent involvement through district programs.
Student learning
The district shall coordinate and integrate Title I parent and family engagement strategies with those of other educational programs in the district. The purpose of this coordination shall be to improve the academic quality of the schools served, including identifying challenges to greater participation by parents and families in activities authorized by law, particularly by parents and family members who:
• are economically disadvantaged
• have disabilities
• have limited English proficiency
• have limited literacy
• are of any racial or ethnic minority background
• are parents of migratory children
In light of the concern of limited English proficient and minority families, the school district will focus on the following:
• providing adult language training and awareness of school culture through the district ESL coordinator
• improving communication with LEP/Title I parents and family members through the district's bilingual community liaison
• using the findings of the district's parent and family engagement evaluation to design strategies for more effective parent and family engagement and to revise, if necessary, the district Title I Parent and Family Engagement Policy
The district shall provide to parents and families, as appropriate, information to help them understand the district's academic standards, state and district assessments, the requirements of Title I, how to monitor students' academic progress and how to work with school staff to improve the achievement of students through such activities as:
• parenting classes provided by school counselors
• communication of available community resources via school counselors
• implementation of an after school language enrichment program
• an annual Hispanic parent meeting.
District support is provided by a commitment to the development of a calendar that provides for monthly in-service opportunities as well as ensuring that building budgets are sufficient for the purchase or development of appropriate written materials.
School-based parent involvement activities
Parents and families will be encouraged to become involved in activities of schools with Title I programs. As agreed upon in the Parent/School Compact (KBA-E-1), parents and families will:
• support their student's learning at home by:
o monitoring promptness and attendance
o monitoring completion of homework
o monitoring television watching and sleep habits
o encouraging positive use of extracurricular time
• participate, as appropriate, in decisions related to their student's education
• participate in school activities on a regular basis
• be responsible for reading school correspondence
• actively communicate with school staff regarding their student's needs and circumstances
• be aware of and follow rules and regulations of the school and school district.
Method of communicating with parents and families
All information related to school and parent programs, meetings and other activities shall be sent to parents and family members in a format and, to the extent practicable, in a language the parents and family members can understand.
Annual evaluation
The district shall conduct, with the meaningful engagement of parents, an annual evaluation of the content and effectiveness of this policy. Effectiveness shall be measured in part by improvements in student academic achievement and in school performance.
The evaluation shall address the needs of parents and family members to assist with the learning of their children, including engaging with school personnel and teachers and strategies to support successful school and family interactions. The evaluation shall specifically address challenges to greater participation by parents and family members in activities authorized by law, particularly by parents and family members who:
• are economically disadvantaged
• have disabilities
• have limited English proficiency
• have limited literacy
• are of any racial or ethnic minority background
• are parents of migratory children
The Annual Parent Involvement Evaluation will be used to evaluate each school's parent involvement plan. This research-based evaluation is based on the work of J. Epstein and Centennial BOCES and includes the six types of parent involvement that create a comprehensive program of school, family, and community partnerships.
An annual evaluation will be completed by April 30 and will be conducted by the building accountability council.
The evaluation will be used to direct revision and improvement of Title I programs.
The district shall provide such other reasonable support for parent and family engagement activities as parents may request.
Development of school-level Title I parent involvement policy
Each school receiving Title I funds shall jointly develop with, agree on, and distribute to parents and family members of students participating in the Title I program (hereafter referred to as "parents") a written School-Level Title I Parent and Family Engagement Policy establishing the district's expectations and objectives for meaningful parent and family engagement (Action Plan) in accordance with the requirements of federal law.
The policy shall contain a school-parent compact (KBA-E-1) outlining how parents, school staff and students will share the responsibility of improved student academic achievement and the means by which the school and parents will build and develop a partnership to help students.
