The assignment of certified staff members and their transfer to positions in various schools and departments of the district shall be recommended by the superintendent and approved by the Board of Education. The transfer of teachers who have been displaced shall be accomplished in accordance with the Board´s policy on teacher displacement, not this policy.

Transfers shall mean only those changes involving moves from one building (school location) to another.  Reassignment to different grade levels or different content areas within a building are not considered transfers.  Transfers from one building to another or reassignments from one grade level to another may be made in order to best serve the district. Teachers who desire a change of assignment within a building shall discuss the matter with their principal, but will not submit a transfer request form.  However, when a position is posted by the district office any qualified teacher may apply.

Voluntary transfers

Teachers who wish to transfer shall file with the district personnel office a "Request to Transfer Form".  No transfer request will be considered unless the said form is on file with the district personnel office.

If a transfer or reassignment to a vacant position is requested, the following criteria shall serve as guidelines: (not in order of priority)

1)  Needs of students and school district.

2)  Contribution which staff member could make to student achievement in a new position.

3)  Qualifications of staff member, including teacher´s level of endorsement, compared to those of outside candidates, both for position to be vacated and for position to be filled.

4)  Recommendation and/or approval of the principal(s) involved.

5)  Meritorious service in the district

6)  Opportunity for staff member's professional growth.

7)  Wishes of staff member regarding assignment or transfer.

The Superintendent shall post all vacancies in accordance with Board policy.  During the summer months, vacancy notices will be sent by email to all certified staff and those teachers who have a "Request to Transfer" form on file in the district personnel office.

The Superintendent or designee will review all transfer requests and may invite applying teachers who qualify for the position to interview with the receiving principal.  The teacher will be notified in writing of the disposition of his/her transfer request within five days of filling the position.

Unfulfilled transfer requests will be valid for only one school year.

A teacher may request a voluntary transfer once every four (4) years.

Involuntary transfers

In the case of district-requested transfers, the teacher involved shall be informed of the involuntary transfer in a conference.  Reasons for the transfer and indication of assignment, as nearly as possible, to grade level or content area, shall be given.

Teachers shall be involuntarily transferred or reassigned for just cause based on the needs of the district.

Any teacher transferred within the district shall be considered as being placed at the beginning of the evaluation process.
