File:  GCQEB - Re-hiring of Retired Staff

At the discretion of the Board, any employee who retires with Public Employees' Retirement Association (PERA) retirement benefits may be employed or reemployed by the District. There are two classifications of retired employees wanting to be rehired: 110-day/transition year and 140-day/critical shortage.

110-day/Transition Year Retirees

1. Current employees considering retirement and wanting to be re-hired in the same job classification the following year are to submits a letter of interest in retirement by March 15 to the Human Resources Office, including a specific retirement date along with his/her request to be rehired the following year or after officially retired through PERA. Retirees can only complete the 110-day/transition year one time.

2.  A retiree's employment with the District will be considered on an individual basis. The District reserves the right to approve or disapprove any request for a staff member to be rehired.

3.  To be eligible for rehire with Summit School District after retirement, an employee must meet all of the following eligibility criteria:

a.  The retiree's final three Summit School District, or other district, evaluations must reflect effective performance.

b. The retiree may work as provided for under PERA requirements.

c.  The retiree must be rehired for a position for which he/she is currently licensed and/or qualified by training and experience.

d.  The rehire must be supported by the hiring supervisor and approved by the Board of Education.

4. If an employee is rehired within one (1) year of retiring from the District, and is receiving PERA retirement benefits, the employee will remain at the same placement on the salary schedule for one (1) year as at the time of resignation.

a.  The retiree is eligible for the annual step increase (if awarded for all staff), but not a service credit stipend or lane advancement.

5.  The employment relationship between the retiree and the District is one of employment at will, and it may be terminated at any time for any reason by either the retiree or the District.

a.  The retiree's appointment is subject to the laws of the State of Colorado, the rules and regulations of PERA, Summit School District RE-1, Board of Education policies and administrative procedures during the retiree's employment.

b.  The District shall not be responsible for the retiree's continuing eligibility for PERA benefits.

c.  The District will pay the PERA costs of the employee as described by law.

d.  The retiree is eligible for any applicable District offered benefits (including but not limited to, health, vision, and dental).

6.  Should an employee request to be re-hired be denied by the Board of Education, the employee shall have the opportunity to rescind their request for retirement within one week of the Board of Education decision.

140-day/Critical Shortage

1. Current employees considering retirement and wanting to be re-hired for a critical shortage or 140-day position are to submits a letter of interest in retirement by March 15 to the Human Resources Office, including a specific retirement date along with his/her request to be rehired the following year or after officially retired through PERA.

2.  A retiree's employment with the District will be considered on an individual basis. The District reserves the right to approve or disapprove any request for a staff member to be rehired.

3.  To be eligible for rehire with Summit School District after retirement, an employee must meet all of the following eligibility criteria:

a.  The retiree's final three Summit School District, or other district, evaluations must reflect effective performance.

b.  The retiree may work as provided for under PERA requirements.

c.  The retiree must be rehired for a position for which he/she is currently licensed and/or qualified by training and experience.

d.  The rehire must be supported by the hiring supervisor and approved by the Board of Education.

e.  The employment contract is for one year only. The retiree, if they wish to be considered for continued employment, must reapply for the 140-day/critical shortage position each year.

4.  If an employee is rehired within one (1) year of retiring from the District, and is receiving PERA retirement benefits, the employee will remain at the same placement on the salary schedule for one (1) year as at the time of resignation. Otherwise, the retiree will be placed on the salary schedule as a newly hired staff member. Licensed employees will be credited with up to 15 years of previous experience and his/her earned credit hours.

a.  Rehired retirees are eligible for annual step increases, but not a service credit stipend or lane advancement.

b.  Administrators will be placed with up to 6 years of previous experience.

c.  Retirees who were rehired as 110-day/transition year and then rehired a different year as 140-day/critical shortage will be placed on the salary schedule as a newly hired staff member, credited with up to 15 years of previous experience and his/her earned credit hours.

d.  The employment contract is for one year only. The retired administrator, if they wish to be considered for continued employment, must reapply for the 140-day/critical shortage position each year.
