TITLE: Business Manager
QUALIFICATIONS:
1. Minimum of a B.A. degree in business management or business administration with emphasis on accounting.
2. Minimum of five years of experience in one of the above fields. Supervisory experience helpful.
3. Experience in public finance helpful.
4. Such alternatives to the above qualifications as the Board may find appropriate and acceptable.
REPORTS TO: Superintendent of schools or designee
SUPERVISES: Operations, accounting personnel, purchasing agent, warehouse staff, food service director, maintenance/ transportation director, and central office support staff
JOB GOAL: To administer the business affairs and ancillary services of the district in such a way as to provide the best possible educational services with the financial resources available.
PERFORMANCE RESPONSIBILITIES:
The Business Manager shall act under the direction of the Board and the Superintendent, as the chief financial officer of the district. The Business Manager shall:
1. Assume responsibility for and assist the Superintendent with the budget preparation, budget presentation and budget administration according to state statute timelines and guidelines
2. Develops and administers a program for purchasing supplies and equipment.
3. Administers, through the maintenance supervisor, operation of the school plant.
4. Assist Superintendent by working with building administrators in the supervision of use and maintenance of district facilities, reporting to Superintendent and Board as necessary.
5. Develops a facility expansion program and supervises plant construction.
6. Administers, through food services director, the school lunch program.
7. Establishes and supervises a program of accounting and reporting for the financial affairs of the district.
8. Supervises clerical personnel in the business office.
9. Supervises all accounting functions including payroll, accounts payable, accounts receivable, and fixed asset management.
10. Supervises data processing procedures to provide management information, evaluation techniques and long-range forecasts.
11. Assumes responsibility for the employment and job status of business office personnel.
12. Serves as a member of the negotiation team for the Board of Education.
13. Supervises a program of budget control.
14. Assists with professional growth of business staff by providing for inservice training program.
15. Serves as a consultant on any grant proposal originating in the district.
16. Interprets the business area of educational programs to the community at large.
17. Manages the district's real estate and insurance program. Administer District's Risk Management which includes property, casualty, liability, health and errors & omission insurance.
18. Supervises the development of monthly and annual financial reports as required.
19. Consults with the superintendent and other personnel on questions relating to the district's business affairs.
20. Monitor expenditures and assets of the district, reporting directly to Superintendent and Board on a monthly basis.
21. Set the mill levies, reporting required data to Colorado Department of Education, and supervising bonding activities of the District.
22. Work with Superintendent to monitor all district construction activities and projects.
23. Serves as an advisory member of the district administrator council.
24. Invests funds for the best possible interest rate and in such a manner as to have funds available when needed.
25. Serves as a member of the central office administrative team and, as such, is supportive of the educational program in all business affairs.
TERMS OF EMPLOYMENT: Twelve-month year. Salary and annual leave to be established by the Board of Education.
EVALUATION: Performance of this job to be evaluated annually by the superintendent in accordance with the provisions of the policy of Evaluation of Administrative Staff and of this job description. Supervisory conferences may be held at any time for evaluation.
REVIEW: This job description to be reviewed periodically by the superintendent, the business manager-business and ancillary services, and the Board of Education for possible needed revision.
