File:  GCG/GCGA - Part-Time and Substitute Professional Staff Employment/Qualifications of Substitute Teachers

The Board of Education or their designee shall maintain an authorized list of personnel to be used for substitute or part-time employment. Prior to adding a person's name to the list, a background check shall be carried out in accordance with State law.

The Board authorizes the superintendent or his/her designee to notify and direct persons on the list to perform such service for the District as may be required on a temporary basis. The Board authorizes principals to notify and direct persons on the list to perform as substitute teachers on a temporary, day to day basis as needed.

Such payment shall not constitute any assurance or offer of continuing employment without specific Board action.

Every person placed on the authorized list shall be given a copy of this policy prior to performing services pursuant to this policy.

SUBSTITUTE EMPLOYEMENT

Substitutes are employed by the School District on an as needed basis for individual temporary assignments and may make themselves unavailable for assignments at any time. In addition:

  There is no contractual agreement for employment between a substitute and the Summit School District beyond the day's assignment for which s/he is called and for which s/he agrees to work.

  To be of the most value and have a mutually beneficial employer/employee relationship, substitutes are expected to work a minimum of 10 days during the school year to be eligible for employment as a substitute the following school year.

  Substitutes that do not work a minimum of 10 days during the school year may result in a voluntary separation of employment.

  The District may determine a substitute's ineligible to participate in the substitute pool at any time based on a violation of any District Policy or for any performance, behavior or availability reason deemed inconsistent with District policies, procedures, mission or goals.

Performance:

Formal performance evaluations for substitute are not routinely done; however, a principal or designated administrator is encouraged to submit an anecdotal performance report at any time.

If an administrator expresses concern about a substitute's performance or behavior, the following steps may be taken.

1.  The substitute is notified of the concern by the supervising Principal

2.  A written request may be completed by the Principal and forwarded to the Director of Human Resources requesting that a substitute not return to a specific school site or classroom

3.  Upon mutual agreement of the Principal and the Director of Human Resources the substitute may then be blocked from that specific school site or classroom.

4.  Depending on the details of the concern/complaint, the Director of Human Resources may arrange a conference with the substitute.

Eligibility for Rehire:

Depending on the circumstances and/or manner in which a substitute ended their previous substitute employment with the District, Summit School District reserves the right to determine if an applicant is eligible for rehire.

A substitute who wishes to be considered for rehire should complete an online application.

All substitute teachers that are rehired must complete new hire paperwork and provide proof of a valid Substitute Authorization or Licensure issued by the Colorado Department of Education. If the substitute is inactive as an employee for any period of time, s/he may be asked to attend Substitute Orientation before being rehired.

Substitute Teacher Qualifications:

Substitute Teachers are expected to follow designated lesson plans, and exercise professional responsibility, knowledge, classroom management and teaching skills in the delivery of courses of studies which will be rewarding to students and support the District curriculum. 

Specific qualifications to be eligible for a Substitute Teacher position include the following:

  A valid teaching license or substitute authorization issued by the Colorado Department of Education

  Must be "Highly Qualified" according to the Colorado's definition of a "Highly Qualified" teacher under the No Child Left Behind Act (effective January 1, 2004 for long term substitute positions)

  Effective communication and interpersonal skills

  Effective time management and organizational skills

  Documented successful experience with kids

Long-Term Substitute Teacher Qualifications:

To be eligible for a long-term Substitute Teacher position - an individual must be a fully licensed teacher with an endorsement in the area of his/her assignment and/or be highly qualified under Colorado's definition of a highly qualified teacher.  (Please note that a one or three-year Substitute Authorizations does not meet the qualifications for a highly qualified Teacher)

Long-Term Substitute Teacher Assignments:

Long-term Substitute Teacher positions last for eleven or more consecutive days for the same teacher (retroactive to the first day).  Additional details regarding long term Substitute Teachers positions include the following:

  Long-term substitute positions are posted on the Summit School District website at www.summit.k12.co.us.

  To be considered for a long term Substitute Teacher position, please apply online.

  Building Principals are responsible for determining the best possible long term substitute teacher for positions within the school/department they supervise.

  A break in a continuous substitute assignment occurs when a substitute is absent more than three days from a continuous assignment.
