File: FBC - Prioritization of Facility ImprovementsThe Board recognizes that not all facility improvement needs have the same level of importance. Therefore the Board directs the Superintendent to develop a process to prioritize the relative importance of each facility improvement need. The four following priority groups shall be used in prioritizing capital improvements:
1. Priority Group I - Critical projects
2. Priority Group 2 - Necessary projects
3. Priority Group 3 - Deferrable necessary projects
4. Priority Group 4 - Desirable projects
NOTE: The Building Excellent Schools Today Act (BEST), C.R.S. 22-43.7-102 et seq., requires the state to establish public school facility construction guidelines for use by the state to assess and prioritize public school capital construction needs. Once these guidelines are established, the state will contract for a financial assistance priority assessment of all the schools in the state. This assessment must be considered by Boards when determining whether charter schools will be included in a district bond proposal, C.R.S. 22-30.5-404 (4). At its discretion, the district may also consider these guidelines or the state's priority assessment in its own facility planning process.
